Our advisory panel are digital experts who act as a sounding board and critical friend to CDPS.
The panel meets quarterly. We also call on their specialist knowledge in-between panel meetings where we believe they can add value. For example, this could be to support our recruitment process or speak at our events.
Andy Adams MBE
Andy is a former chief superintendent with Gwent Police who has led on law enforcement technology across the UK and Europe. He believes that digital success lies in starting with user needs and using technology to meet them. He has more than 25 years’ programme and project management experience and is a prominent member of the emergency services community. Andy has led on change and joint venture projects in the private and public sectors and acts as a critical friend to senior leaders in those areas.

Ashley Bale
Ashley is the developer of the first supported living SMART housing for adults with disabilities in the UK. He also runs Tech4Good Cardiff, which puts on free events bringing together volunteers, community groups, non-profit organisations, programmers, technologists and changemakers.

Heledd Evans
Heledd is the digital services manager at Natural Resources Wales, leading a team of translators and design and digital experts. She has over 14 years’ experience in public sector communications and digital teams. Passionate about all things user-centred, Heledd has an insatiable appetite to help create better services for the people of Wales.

Dr Hushneara Miah
Hushneara is a subject matter expert in sustainable procurement and supply chain management with a focus on low carbon. She is the director of the Centre for Sustainability, which she established to be a catalyst in areas such as supply chain management, the circular economy, net zero and carbon literacy. Hushneara sits as a representative on the Transport for Wales sustainable development advisory panel and is a non-executive director of the Welsh Government subsidiary Industry Wales.

Ignacia Orellana
Ignacia is a service design lead. She specialises in public sector design and currently works at the Government Digital Service. She helps organisations take an end-to-end approach to service design and spot opportunities to work together across organisational boundaries. She is experienced in developing service communities, having designed complex services to support users through Brexit and COVID-19. She is also passionate about designing equitable and accessible services, as well as creating diverse teams.

Chris Owen
Chris has over 22 years’ experience in the delivery of digital public services at a local and national level. After spending 14 years developing digital services at Neath Port Talbot County Borough Council, Chris joined the Welsh Government in 2012 to lead the construction and delivery of the high-profile Hwb programme. In July 2021, Chris rejoined NPTCBC as chief digital officer, where he’s championing the innovative use of digital, data and technology to transform public and staff user experience.

Jenni Taylor
Jenni Taylor is Head of Publishing Operations at the Office for National Statistics. She’s responsible for digital publishing at ONS. Before joining the Civil Service, she worked in higher education digital teams for 14 years, most recently leading a team of content designers at Cardiff University. She has extensive experience in content design and digital publishing.

Yorath Turner
Yorath is Head of Digital Capability and Talent in the Scottish Government. He leads the development of the Digital, Data and Technology profession, as well as initiatives for building digital skills and increasing diversity across the Scottish public sector. He’s also programme director for the Scottish Digital Academy, providing training available to all public sector staff in Scotland and beyond.
