The bilingual technology toolkit provides a list of requirements for good user experience in both Welsh and English. It supports those procuring a new system or service and those who are designing and building their own digital products or services.

This toolkit has been developed by the Welsh Government’s Cymraeg 2050 team who are responsible for supporting the vision of a million Welsh speakers by 2050.

The toolkit is intended for:

  • procurement professionals in the public sector
  • project and digital teams during the design and development of new services

This will form one part of the organisation’s wider obligations to procure, design and deliver bilingual digital products and services in Wales.

Our recommendation

Your products and services should meet point 2 on the Digital Service Standard for Wales – be bilingual by design.

As a public body, you should:

  • use this toolkit during the procurement process to set clear expectations of suppliers with regards the Welsh language
  • use as part of your design process

CDPS won’t be monitoring your compliance but point 2 of the Digital Service Standard for Wales sets the expectation that services are designed in both Welsh and English.

CDPS will expect to see the approach of a digital team to design bilingually in our service assessment and service review.
