This programme, developed by the Centre for Digital Public Services (CDPS), emerges from a deep understanding of the challenges faced by public service leaders in Wales and beyond. With over three years of research and engagement with leaders across various sectors, we’ve designed a curriculum that not only responds to current needs but is firmly grounded in the realities of the digital landscape.

Hopes: Equipping leaders for tomorrow’s challenges 

Our hope with this programme is to empower leaders to become change makers within their organisations. For too long, public service leaders have struggled to fully grasp the true potential of digital transformation, often seeing it as an "IT problem" rather than a strategic shift in service delivery. Through this programme, we aim to change that mindset.

Participants will gain a deeper understanding of how modern methodologies can be leveraged to meet the real needs of citizens. We want leaders to move beyond outdated approaches and embrace people-first, user-centred service design. Our vision is that graduates will not only become better leaders but will also be empowered to catalyse change and innovation, transforming public services across Wales.

  • A deep dive into the Digital Service Standard for Wales, ensuring leaders can assess and improve their organisation’s digital maturity and recognise how to make better public services for users in Wales. 
  • Actionable insights on how to prioritise people in digital solutions, shifting the focus from an organisation’s processes to meeting users' real needs. 
  • Collaborative opportunities with other leaders across Wales, fostering cross-sector knowledge-sharing. 
  • Ongoing support through an alumni network, offering access to continued learning and professional development. 

Fears: Addressing the challenges head-on

My biggest unspoken fear is that the whole programme flops – that leaders feel like they’ve wasted valuable time on things with no real use. But it’s this fear that drives us to ensure we exceed expectations and deliver a programme that leaders truly value.

We understand that many leaders may feel apprehensive about digital transformation. In fact, our research identified several significant challenges still plaguing public service leadership, including a lack of common understanding of “digital”, the absence of digital skills, and a gap in leadership capabilities to support transformation.

Some leaders may not even realise they are part of the problem, serving as blockers rather than enablers of progress. These fears are real, but the 'Leading modern public services' programme is designed to address them directly.

Through a safe and supportive learning environment, participants will not only confront these challenges but will also leave the programme with the confidence and tools needed to overcome them. By focusing on practical steps, action plans, and real-world examples, the programme ensures that no leader is left behind.
