Dafydd talked about the technical choices we make, how to future-proof them and managing legacy IT contracts. 

Sam Hall, Local Government Chief Digital Officer for Wales, Welsh Local Government Association 

Sam provided an overview of the challenges for technology in the public sector and what needs to change. Sam reflected on the lack of flexibility and the need to make brave choices to be more effective. 

Whilst in her role at the Welsh Local Government Association, some things Sam had heard being a barrier to digital transformation included: 

  • long contracts 
  • providing something that wasn't asked for 
  • high cost 
  • lack of faith 
  • too much change at once 

Sam mentioned that to do this, some things have got to change. Including: 

  • vendor lock-in 
  • challenging the process 
  • be better customers 
  • procurement process 
  • embrace open source

Mike gave an overview of the work he led around video consultations and the impact of COVID-19 on progress, take up and culture.
