CEO Foreword

Harriet and Myra

Most public services in Wales are now delivered online. At CDPS, our mission is to support those designing these services to make them easy to use and accessible, ensuring they truly meet users' needs while fulfilling their intended policy objectives.

We share the UK government's vision articulated in the Blueprint for Modern Government where "digital is not an add-on, an optional extra, or something that's outsourced: it's embedded. It's structural. And it's permanent." This vision aligns perfectly with the ambitions set out in the Digital Strategy for Wales, which provides our roadmap for creating coherent, inclusive and transformative digital public services across Wales.

Throughout 2024-25, CDPS has guided several service providers towards this goal, working in partnership to develop better support, insights and tools that they can use every day.

Reflecting on our work this year, we want to highlight four key areas where we've achieved significant progress:

  • Improving services for citizens – transforming specific public services to better meet the needs of people in Wales
  • Growing digital leadership – developing the skills and confidence of leaders to progress digital transformation
  • Building Connections That Matter – fostering collaboration and knowledge-sharing across organisations
  • Supporting organisations to meet the Digital Service Standard for Wales – this is the central standard for what makes a good service

As CDPS evolves, so does the breadth of support we provide across the sector. This year, we take pride in the growing attendance at our Communities of Practice, the number of leaders we've empowered with digital confidence, and the cross-sector bodies we've convened to lead in Digital and Data Standards and AI – all key priorities identified in the Digital Strategy for Wales.

We're especially proud of our progress in improving critical services such as Welsh benefits, planning services and neurodivergent services. These efforts directly contribute to the priorities of Welsh Government and the Digital Strategy's mission of delivering better public services that are accessible to all.

We’re proud of the new pan-sector guidance we’ve produced for effective use of AI – and of our unique Trio-writing process that is now being adopted beyond Wales by organisations creating bilingual products.

We're proud of our extensive network of collaborators, all contributing to a shared national ambition of enhancing lives in Wales through digital. Partners including the Office of the Well Being of Future Generations, the Older People's Commissioner and the Welsh Language Commissioner demonstrate that collaboration for collective benefit truly is Wales' superpower.

We wish to extend our thanks this year to our outgoing Chair, Sharon Gilburd, for her guidance and support throughout this year and we look forward to working with our new interim Chair, John Mark Frost.
